Delhi Youth Launch ‘Book in Hand’ Campaign, Bringing Free Libraries to the Streets

In a world of digital overload and rising costs, a group of young changemakers in Delhi is quietly scripting a story of community, compassion, and literacy — one book at a time.

Welcome to Book in Hand Campaign (BHC India), a grassroots initiative that has turned the simple idea of sharing books into a citywide movement. Launched in August 2023 by the CELL Foundation, this youth-led effort has set up six open-access libraries across Delhi-NCR — in parks, slums, and college campuses — offering books for free to anyone who wants to read.

“There are no ID cards, no deposits, no overdue fines,” says one of the volunteers. “Just a name, a number, an address — and the belief that stories are meant to be shared.”

Whether it’s children looking for fairy tales in a local park or college students borrowing exam guides, the libraries are always buzzing with readers. Operated entirely by volunteers, BHC India runs on trust, donations, and the power of human connection.

Donors are encouraged to give gently used books instead of letting them gather dust. In return, they get updates on where their books ended up — sometimes in the hands of a 10-year-old in a resettlement colony, or a grandmother rediscovering reading in her retirement.

“It’s low on frills and high on faith,” says one BHC team member. “This campaign is about more than books — it’s about access, dignity, and believing that everyone deserves to read.”

As BHC India plans to expand to more cities, their success in Delhi is a heartwarming reminder of how small, community-driven actions can lead to big, meaningful change — proving that in the right hands, a book is never just a book.
