The Government of India has posthumously conferred the Padma Shri 2025 upon Shri Kishore Kunal, an acclaimed former IPS officer, scholar, and philanthropist from Bihar, in recognition of his lifelong dedication to civil service, temple reform, and social welfare.
Shri Kishore Kunal joined the Indian Police Service in 1972, serving with distinction for nearly three decades. He held key positions, including Superintendent of Police in Patna, and later served as the Officer on Special Duty to the Union Government during the Ayodhya dispute, working under Prime Ministers V. P. Singh, Chandra Shekhar, and P. V. Narasimha Rao. He played a crucial mediatory role between communities during a highly sensitive period.
After retiring from the IPS in 2001, Kunal devoted his life to religious and social service, most notably as the administrator of the Mahavir Mandir Trust, Patna, one of the richest temple trusts in Eastern India. Under his leadership:
- The Trust established Mahavir Cancer Sansthan, one of the largest cancer hospitals in India.
- The Mahavir Vatsalya Hospital and Mahavir Arogya Sansthan were founded for maternal, child, and general healthcare.
- He advocated for Dalit priests in Hindu temples, challenging long-standing orthodox norms and pushing for inclusivity.
Kunal’s vision extended beyond Bihar. He initiated the Ram Rasoi project in Ayodhya, a free community kitchen that feeds thousands of devotees daily, further expanding the role of faith-based institutions in public service.
Though he passed away in April 2023, his work continues to impact lives. The Padma Shri 2025, awarded posthumously, was received by his family with deep gratitude. A statue and dharamshala were recently inaugurated in his honour in Patna, symbolizing the state’s appreciation for his enduring legacy.
“Shri Kishore Kunal’s life exemplified fearless duty, deep compassion, and a profound belief in equality,” said a statement from the Ministry of Home Affairs.
