India’s First Fully Literate State

Mizoram has officially been declared the country’s first fully literate state, marking a major milestone in inclusive learning and community‑driven progress. The historic announcement was made by Chief Minister Lalduhoma at a special ceremony in Aizawl, with Union Minister of State for Education Jayant Chaudhary in attendance.

Under the ULLAS Understanding of Lifelong Learning for All in Society initiative (also known as the Nav Bharat Saksharta Karyakram), Mizoram successfully reached a 98.2 % literacy rate, surpassing the threshold set by the Ministry of Education for full literacy. This places the northeastern state at the forefront of India’s efforts to ensure literacy for all citizens aged seven and above.

The journey to this achievement involved door‑to‑door surveys and community‑oriented teaching campaigns that identified over 3,000 non‑literate individuals, of whom more than 1,600 actively participated in educational programs. The state recruited 292 volunteer teachers including students, educators, and community coordinators to reach learners across urban and rural areas.

Chief Minister Lalduhoma described the declaration as a “historic moment” in Mizoram’s development, underscoring the collective effort, discipline and vision of the people. He emphasised that this achievement is not an endpoint but a foundation for further growth, with future focuses including digital, financial and vocational literacy to ensure citizens are prepared for the challenges of the modern world.

Education experts view Mizoram’s success as a model for other states and regions striving to eradicate adult illiteracy and promote lifelong learning. The accomplishment highlights the power of community participation, government support and targeted policy implementation in transforming educational outcomes. As Mizoram celebrates this significant educational milestone, the state’s achievement stands as a beacon of inspiration for the rest of the country demonstrating what can be accomplished when policy, people and purpose align toward a shared goal.
