World’s First AI Minister ‘Pregnant,’ to Deliver 83 ‘Digital Children,’ Albania PM Confirms

Albania’s Prime Minister, Edi Rama, has made a striking and unconventional announcement, revealing that the country’s AI-generated Minister of State for Artificial Intelligence, Diella, is “pregnant” and will soon “give birth” to 83 digital assistants.

Speaking at the Global Dialogue in Berlin, PM Rama used the unique metaphor to describe the next phase in Albania’s pioneering integration of artificial intelligence into its government, aimed at enhancing transparency and efficiency.

Diella, whose name translates to “Sun” in Albanian, was appointed in September 2025 as the world’s first AI-generated cabinet minister, tasked primarily with overseeing public procurement to ensure it is “100 per cent corruption-free.”

The Prime Minister explained that the 83 “children” are not biological but are sophisticated AI assistants—one for each Socialist Party member of Parliament.

  • Role of the “Children”: These digital offspring will serve as parliamentary aides, designed to participate in sessions, keep records, provide summaries, and even suggest counter-arguments to members who miss parts of the debate.
  • PM Rama’s Quote: “For the first time Diella is pregnant and with 83 children… If you go for coffee and forget to come back to work, this child will say what was said when you were not in the hall, and will say who you should counter-attack.”
  • The Goal: The initiative is framed as a bold move to leverage technology to combat Albania’s long-standing issues with corruption and to bring data-driven efficiency to the legislative process. The full system is expected to be operational by the end of 2026.

The announcement quickly captured global attention, highlighting Albania’s position at the forefront of governmental AI experimentation. Diella, represented visually as a woman in traditional Albanian attire, had previously addressed Parliament upon her appointment, stating her purpose was to help, not replace, human officials.

This latest development, though framed humorously by the Prime Minister, underscores a serious technological shift in how governments may operate in the future, with AI systems moving from simple chatbots to integral parts of the political machinery.
