In a posthumous tribute to one of Maharashtra’s most respected political leaders, Shri Manohar Gajanan Joshi has been awarded the Padma Bhushan, India’s third-highest civilian honour, in the category of Public Affairs. The award recognizes his decades-long commitment to governance, public service, and parliamentary integrity.
Shri Joshi, who passed away in February 2024 at the age of 86, was a stalwart of the Shiv Sena and made history as the first Shiv Sena Chief Minister of Maharashtra (1995–1999). He later served as Union Minister for Heavy Industries and notably held the esteemed position of Speaker of the Lok Sabha (2002–2004), earning respect across party lines for his impartial conduct and commitment to upholding the dignity of the House.
Beginning his political journey as a municipal councillor in Mumbai in the late 1960s, Joshi rose through every level of governance—corporator, MLA, MLC, MP, and Speaker—making him one of the few Indian leaders to serve in all four legislatures: local, state, upper, and lower houses.
A civil engineer by qualification and teacher by profession, Joshi was known for his sharp administrative acumen, dignified demeanor, and deep respect for institutional frameworks. Fondly called the “Headmaster of the Lok Sabha”, he was recognized for his discipline and structured leadership style.
The announcement of the Padma Bhushan was welcomed by political leaders and citizens alike. Prime Minister Narendra Modi described Joshi as a leader who “worked tirelessly for Maharashtra’s progress and strengthened democratic values through his many roles in public life.”
Joshi’s funeral in 2024 drew tributes from across the political spectrum, including Uddhav Thackeray, Eknath Shinde, Sharad Pawar, and Rajnath Singh—each acknowledging his unmatched legacy in Indian politics.
The posthumous Padma Bhushan not only honours Shri Manohar Joshi’s towering contributions to Maharashtra and India but also serves as a reminder of the value of steady, principled leadership in public service.
