In a historic technological milestone, Ukraine has made global headlines as its newly launched Diia.AI platform has been officially recognized with a World Record — becoming the world’s first national artificial intelligence assistant for public services.

Unveiled by the Ministry of Digital Transformation of Ukraine, Diia.AI represents a groundbreaking step in how citizens interact with their government. The AI-driven assistant integrates directly into the country’s acclaimed Diia (Дія) digital ecosystem — an e-governance platform already used by millions of Ukrainians for accessing state services, identification, and documentation.

Diia.AI is designed to act as a personal AI companion for citizens, capable of providing real-time information, guiding users through bureaucratic processes, and even submitting official documents or applications on their behalf — all through natural language conversation.

“This is not just another digital service — it’s the future of public administration,” said Mykhailo Fedorov, Ukraine’s Vice Prime Minister for Innovation, Education, Science, and Technology. “With Diia.AI, we are proving that artificial intelligence can simplify governance, reduce corruption, and bring government closer to the people.”

How It Works

Powered by advanced natural language processing and secure data protocols, Diia.AI can:

Answer questions about public programs and legal rights.

Help citizens apply for documents, licenses, and social benefits.

Offer personalized guidance based on user data (with consent).

Integrate seamlessly with Ukraine’s e-ID and digital signature systems.

The AI assistant supports both Ukrainian and English, with plans to add more languages for accessibility to international users and expatriates.

The recognition from international record authorities marks Diia.AI as the first officially certified national AI assistant operating at a country-wide level. Unlike private AI tools, Diia.AI functions as an official public-sector interface, merging governance with cutting-edge artificial intelligence.

Tech analysts have called it a “world-changing innovation,” positioning Ukraine as a global leader in digital transformation and AI-driven governance. Other nations are reportedly studying the Diia.AI model as a potential framework for future government systems.

Ukraine plans to further expand Diia.AI’s capabilities — including integration with smart city systems, health records, and AI-based legal support for small businesses. The long-term goal is to make every public service available through AI interaction, reducing bureaucracy and increasing transparency.
